Gelmini Law - How to change the Italian School

is a day "historic" for Italy, 29 October 2008, the hall of the Senate has finally approved the conversion law in the disputed decree of the Minister ' Education Mariastella Gelmini reintroducing single teacher schools and aims to reduce to 87,000 units in three years the number of teachers and about 42,500 among the staff Ata, that is, janitors and secretaries.
The measure was approved by 162 votes to 134 against and three abstentions. All the opposition, during the passages of the decree by the House to the Senate, announced its disagreement and vote against this reform considered "unjust" and "unjust." After the vote, against the leaders of the Democratic Party and the opposition Italy of Values, declined to meet with students who expressed their dissatisfaction, saying no to their reform and arguing that the fight will continue. Has not happened for years to see a real block of protest, it seems to relive some moments of the distance, but close by analogy, '68 period of cultural revolution that has seen many politicians of the ruling class as students against the institution involved to break an established pattern. Now we see quite an event with a feeling cross inherent in society. On all sides we wonder how we can save the economy of a country if we do not invest in the education system. The protests, from this point of view, do not cover all the discontent and threaten to escalate and to be made by minority and not a majority. But all this just as the media says the Minister Gelmini is enthusiastic: "The school change. Go back to school seriously," Gelmini said in a statement, announcing, inter alia, that within a week present the plan on campus.
What Change?
- The single teacher . Primary schools from next academic year there will be only one master who will gradually, however, accompanied by teachers of religion and English.
- Time school. The decree provides for mandatory 24 hours removing the old 16 40. Any extensions to the "full time" to return to 40 hours, which was also discussed with the unions, it is unclear whether it will be after school or an extension of the mandatory 24 hours in which the master class will continue to carry out the program.
- cafeteria . Moratti The decree provided 10 hours a week of "time table", two-hour interval between meals and, where children were followed by the same class teachers. Currently this time is an integral part of the educational project (40 hours). With the law Gelmini only be entrusted to the teacher 24 hours a week while the remaining 16 hours of school will be available to other teachers.
-Voting in conduct. In junior high and high school back in conduct that the vote will mean: the 5 has rejected. In middle school and elementary grades in tenths back: (Fair, Good, Excellent) are stored.
- The new report card. It is the only change that is already started the school year 2008/2009 with the wishes expressed in decimals instead of the trial. Report cards over the ratings will come back three or four months, from zero to ten. At the end of the year will be assessed with more than vote.
- The study of Religion and the Constitution of the English . Immediately and in all levels of school education, experimentation of the new field of "Citizenship and the Constitution" instead of civic education. With regard to religious instruction in elementary school are now under two hours and are optional, depending on the Concordat between the Catholic Church and 85 Italian state and the teachers are licensed by the Curia.
The new law will clarify how and when to insert the two hours of religion that will surely be to move beyond the 24 hours required by reopening the debate about. Another question will be linked to the teaching of English language compulsory subject from the 90's. It is taught from first grade 1 to 3 hours. In many schools use is made of specialist teachers often graduates in English, unless the master class is not entitled to this teaching (the course of 600 hours).

The financial crisis, a "bubble "..... Messina

The financial crisis that is affecting financial markets since the early months of 2007 and has not ceased to manifest its negative effects, defining itself as the crisis of financial globalization and how the worst crisis since 1929, pushing the global financial system to a collapse of several billions of euros / dollars.
The stock markets around the world are witnessing crazy bounces of the major stock indices with an average loss of 5 / 7 percentage points (see Piazza Affari of 10/10/2008). Many investors, though attentive to the care of their money, they see those who have been fading gains of years of hard work, ended up in the grip of an unexpected crisis, but already heralded by analysts and scholars of economic and monetary policy. Not cite a random example represented by the collapse of all Italian case Cirio and Parmalat seeing those small investors remained "scrubbed" of securities of companies that failed to be found in his pocket paper.
E 'therefore need to reflect on the fundamental causes, the implications for the global economy and the lessons to be learned to prevent similar problems in future. So it is useful to summarize the main essential characteristics of the crisis, analyze the data in the course and then assess the risks that lie ahead for the global economy. Not in the case of financial crisis and mistrust in banks is back to talk to when, a few weeks ago, there was the biggest crash in history: the failure of Lehman Brothers, the third largest bank in the United States.
The consequences of the collapse of the overseas also pay us: thousands of Italian investors, they had bought Lehman's financial products. (A survey by the Friday of the Republic No. 1073). Meanwhile, to try to understand something about the essential characteristics of the crisis it is necessary to orient themselves in the jargon of finance, to try to understand something more.
Thus, we learn that an investment bank "does not allow stores but offers high quality services with high risk and speculation," and that the subprime "covering the area of \u200b\u200blower quality U.S. mortgages, are loans granted by banks to those who can not access the normal interest rates because it has an income too low or because he has a history of an insolvent debtor. Given their high interest rate, present a very high risk. Another element is represented by securities (ABS, Asset Backed Securities) issued as a result of securitization processes that led to excessive growth of the debt that is translating into a real "bubble" which, like all bubbles must eventually burst, with effects general. The great expansion of
debt and financial instruments has generally been favored by the conditions of abundant liquidity and the level of extraordinarily low interest rates, which reached the lowest level in decades. The result was a huge boost to debt, which has affected not only the business sector (see the U.S. and the UK) but also the household sector.
